On January 31, 1910, the common council of the city of Milwaukee passed an ordinance regulating the erection and maintenance of signs and billboards and providing for the issuance of permits for their construction and the license for their use and a penalty for the violation of the ordinance. On April 28, 1913, the common council adopted an amendment to sec. 5 of said ordinance.

The state in the exercise of its police power has the right to reasonably regulate billboards. This is practically conceded, and there is no conflict in the authorities on the question.
