John Paul Bowen committed suicide in a holding cell at the police department headquarters of the City of Manchester, New Hampshire. His former wife, Carleen Bowen, in her capacity as administratrix of Mr. Bowen’s estate, brought suit under the Civil Rights Act, 42 U.S.C. § 1983, and various state law provisions against the City of Manchester, Police Chief Thomas King, and Officer Michael DiSabato alleging that these defendants were “deliberately indifferent” to the serious risk that Mr. Bowen would commit suicide.
