The appellant, veteran Paul L. Faust, appeals through counsel an October 28, 1997, decision of the Board of Veterans’ Appeals (BVA or Board) that reduced from 100% to 70% his Department of Veterans Affairs (VA) disability rating for service-connected post-traumatic stress disorder (PTSD).
