The appellant, Timothy J. Jordan, through counsel, seeks review of a November 1999 decision of the Board of Veterans’ Appeals (Board or BVA) that determined that there was no clear and unmistakable error (CUE) in an April 1983 Board decision that had denied his claim for Department of Veterans Affairs (VA) service connection for a right-knee disorder.
