National Fiberstock Corporation (Employer) petitions for review of an adjudication of the Workers’ Compensation Appeal Board (Board) reinstating Debra Grahl’s (Claimant) disability benefits and imposing penalties on Employer. The Board affirmed the decision of the Workers’ Compensation Judge (WCJ) that Claimant’s work-disability had recurred because her physical condition had changed after the date on which her benefits were terminated.
