I. INTRODUCTION

Defendant Carla Hayden, in her official capacity as Librarian of Congress, moves to dismiss certain claims of discriminatory and retaliatory non-promotion by Plaintiff Martha Lucia Sierra, a Library of Congress employee, that were not timely raised to the Library of Congress’s Equal Employment Opportunity Complaints Office.
