PHILLIPS, Circuit Judge.

The decision and order of the National Labor Relations Board in this proceeding are reported at 157 N.L.R.B. 1143. The Board petitions for enforcement of its order requiring the respondent to bargain on request by the Retail Clerks Union. 1 The issue before this Court is whether a bargaining order is the proper remedy, in the absence of a § 8(a) (5) violation, for violations of § 8(a) (1) of the Act which had the effect of dissipating the Union’s card majority and which destroyed the conditions for a fair N.L.R.B. representation election. We enforce the Board’s order.
