Plaintiff United States Securities and Exchange Commission (the “SEC”) brings this enforcement action against Defendants pro se Shane Bashir Suman (“Suman”) and Monie Rahman (“Rahman” and collectively “Defendants”) for insider trading in violation of Sections 10(b) and 14(e), and Rules 10b-5 and 14e~3, of the Securities Exchange Act of 1934 (the “Exchange Act”).
