This canse was heard upon the following agreement, to wit: *
“This is an agreed case filed in the chancery court of • Shelby county, Tenn., under and pursuant to sections 3450 to 3454 (both inclusive) of the Code of Tennessee.
“It is agreed by the parties hereto, as follows:
“Frank M. Thompson is the attorney-general of the State of Tennessee, and is charged generally with the enforcement of the laws of the State and the prosecution and prevention, of violations of the laws of the State.
