This appealed case is a class suit for a declaratory judgment. The plaintiffs-respondents own a large number of special tax liens on real estate in Kansas City. The defendants-appellants include the taxing authorities of Jackson County and Kansas City, the County and City. Respondents' 70 page petition in some 30 odd assignments challenges on various grounds the constitutionality of the "Land Tax Collection Act," Laws Mo., 1943, p. 1029, containing 52 sections.
