Hayden Pines Water Company, a utility serving an area near Coeur d’Alene, Idaho, appeals from two orders issued by the Idaho Public Utilities Commission (Commission), which eliminated a portion of the rate base of Hayden Pines, denied Hayden Pines’ return on that portion of the rate base, and denied Hayden Pines any depreciation with regard to that portion of the rate base.
