OPINION

Three cases now before the Court raise similar issues and are consolidated for purposes of this opinion.

In Civil No. 280-1970, Division of St. Croix, Eunice Williams, through her counsel the Virgin Islands Community Legal Services, has filed a complaint against her husband seeking a divorce. Defendant husband has failed to make an appearance and the matter is now before the Court on the plaintiff’s motion for decree by default.
