Pending before the court is this civil rights class action brought by foster children in the care and custody of the Baltimore City Department of Social Services (“BCDSS”). Named as defendants are Ruth Massinga, Secretary of Maryland’s Department of Human Resources, BCDSS, and various foster-care officials.
