MEMORANDUM OPINION

THOMAS F. HOGAN, District Judge.

This is a class action brought on behalf of children who are in foster care under the supervision of the District of Columbia Department of Human Services (DHS) 1 and children who, although not yet in the care of the DHS, are known to the department because of reported abuse or neglect. 2 It is a case about thousands of children who, due to family financial problems, psychological problems, and substance abuse problems, among other things, rely on the District to provide them with food, shelter, and day-to-day care.
