On March 22, 1996, the defendant was arraigned on a felony complaint charging him with murder in the first degree and *799related charges. At the arraignment, the District Attorney-served the defendant notice of an intention to present the case to a Grand Jury. The defendant, represented by the Capital Defender’s office, served the District Attorney with written reciprocal notice of the defendant’s intent to testify before the Grand Jury.
