Plaintiffs Gerber Food (Yunnan) Co., Ltd. (“Gerber”) and Green Fresh (Zhang-zhou) Co., Ltd. (“Green Fresh”) challenge certain aspects of a decision issued in July-2003 by the International Trade Administration, U.S. Department of Commerce (“Commerce,” or the “Department”) in an antidumping proceeding.
