This matter is before the court on plaintiff Qingdao Taifa Group Co., Ltd.’s (“Taifa”) motion for judgment on the agency record pursuant to USCIT Rule 56.2. Taifa, a Chinese manufacturer of hand trucks and parts thereof, challenges the final determination of the United States Department of Commerce (“Commerce”) in the administrative review of the antidumping duty order on hand trucks and certain parts thereof from the People’s Republic of China (“PRC”), which assigned Taifa the PRC-wide dumping margin based on total adverse facts available (“AFA”).
