In a proceeding before the Armed Services Board of Contract Appeals (“ASBCA” or the “Board”), Degenaars Company (“De-genaars”) sought an equitable adjustment based on delay and extra work performed in connection with a fixed-price contract to install certain paving and sewage draining systems at the Special Weapons Pilot Plant at Picatinny Arsenal, Dover, New Jersey. Rae Construction Co., Inc.
