On September 2, 1994, Plaintiff Dov Avni Kaminetzky, et al. (“Kaminetzky”) filed cause *277number H-94-3055 against approximately 29 defendants alleging a multitude of claims pursuant to federal statutes. Kaminetzky also sought a judicial determination that defendants are “racketeers and conspirators,” and sought to recover monetary relief in the amount of $228,500,000.00.
