MEMORANDUM AND ORDER

YOUNG, District Judge,

Ronald J. Piacentini (“Piacentini”), an incarcerated pro se litigant, initiated this action by depositing his Complaint in the inmate mail box at the Southeastern Correctional Center, prepaid certified mail, return receipt requested on May 31, 1996. See Certificate of Mailing, Letter from Piacentini to Clerk of Court dated May 29, 1996.
