The plaintiffs and an intervener, as representatives of members of the police and fire departments of Worcester, by this bill in equity seek a declaration that an ordinance (the 1962 ordinance) adopted by the city council on December 17, 1962, is valid. The city’s demurrer was overruled and the case was heard upon a statement of agreed facts constituting a case stated. A final decree was entered declaring that the 1962 ordinance, by its terms to “become effective January 1, 1963,” was valid “and a proper exercise of the power conferred on the [c] ouncil by” Gr.
