These four cases all arise out of a refusal by the city of Taunton to pay salary increases to members of the city’s fire department and police department for the year 1972; the increases were agreed on in separate collec- live bargaining contracts (the contract or contracts) entered into in 1971 by the city and Local 1391, International Association of Firefighters, AFL-CIO (Local 1391), and by the city and the Taunton branch of the Massachusetts Police Association (the association).
