In this action under the Comprehensive Environmental Response Compensation and Liability Act of 1980 (CERCLA) and the Illinois Water Pollutant Discharge Act (IWPDA), the City of Waukegan (Wauke-gan) has sued several entities for damages and declaratory relief connected with contamination in Waukegan Harbor.
