STEWART, District Judge:

Plaintiffs, Amilcar Andujar, Charlotte Shepard, and Dawn Carter, and intervenor plaintiffs, Dominga Diaz, Iovina Marrero, Gaston Enriquez and Antonio Gonzalez, filed a lawsuit on behalf of themselves and others, similarly situated, seeking to compel defendant, the Secretary of Health, Education and Welfare,1 (“HEW”) to cease the allegedly unlawful conduct of permitting lengthy delays in the delivery of social security benefits to plaintiffs.
