The Association of Businesses Ad vocating Tariff Equity (abate) appeals as of right a February 22, 1991, decision of the Michigan Public Service Commission (psc) in psc Docket No. U-9556 approving a settlement agreement regarding surcharges to be imposed on virtually all ratepayers and denying abate’s motion to dismiss. We affirm.
