The respondent, as a resident and taxpayer of Greenville County, brought this action in his own behalf, and in behalf of others in a like situation, seeking to enjoin and restrain the County Board of Commissioners of Greenville County, appellants, from issuing any bonds and borrowing any money from the United States under provisions of an Act of the General Assembly of South Carolina which was approved by the Governor on May 21, 1937.
