Petitioner, a public school district, entered into a three-*367year collective bargaining agreement, effective July 1,1978, with respondent, the agent for all petitioner’s professional personnel except school administrators. On April 3, 1979, petitioner passed a resolution which provided that the school district would no longer pay any portion of the health insurance for retired employees.
