— Order unanimously affirmed, with costs. Memorandum: City of Buffalo and respondent labor organizations representing city employees entered into a series of collective bargaining agreements from 1977 to 1982. Under the agreements, the city employees were entitled to a prescription drug plan with copayment amounts varying from $0 to $1. The agreement negotiated in 1982, effective from July 1, 1982 through June 30,1984, raised the copayment amount to $3.
