In considering the questions presented to this court for decision, it must be kept in mind- that the General Assembly, following the unfortunate and. disastrous Winecoff Hotel fire set about enacting legislation for the protection of the public against fires destructive to life and property. The first of these acts will be found in Ga. Laws 1949, p. 1057.
