The plaintiff instituted an action in behalf of himself and other taxpayers of the city of Kinston against the city of Kinston, the mayor, chairman of water and light committee, the city clerk, and the superintendent of the water and light department of said city, alleging that the said municipality owns and operates its electric light plant and water supply system and is about to expend more than $100,000 for installation of an additional unit for said plant for the purpose of supplying electric current to customers outside the city.
