The village of Hamtramck, in' Wayne county, organized itself into a city on April 3, 1922, and adopted a charter in accordance with the home-rule act (1 Comp. Laws 1915, § 3304 et seq.). Peter C. Jezewski was elected mayor. Section 2 of chapter 5 of the charter provides for the appointment by the mayor of certain officials, among them a superintendent of public works—
