EASTERBROOK, Circuit Judge.
Thomas Perkins works as a laborer in the plant department of the University of Illinois — Chicago (UIC), part of the University of Illinois. In 1993 he wanted to take a civil service exam to be placed on the list for promotion to operating engineer, a post he had held at a prior employer. The University refused to let Perkins take the exam at UIC, but it did let him take the exam at Chicago State University, another component of the state’s university system. He passed. But anyone who passes the exam at UIC goes on the roster for promotions at UIC ahead of everyone…
