MEMORANDUM OPINION AND ORDER

Plaintiffs bring this consolidated class action on behalf of all purchasers of the securities of Freidman, Billings, Ramsey Group, Inc. (“FBR”) between January 29, 2003 and April 25, 2005 against defendants FBR, and three of its officers and directors, Emanuel J. Friedman, Eric F. Billings, and Kurt R. Harrington (the “Individual Defendants”).
