In 1967, the Puerto Rico Department of Public Works (now the Department of Transportation and Public Works) drew up and filed an “official map” laying out a proposed highway through the City of Ponce. Such a map has been described as “an old but not very widely used device for restricting the use of real property in order to insure orderly community development.” 7 P.
