Charles L. Degmetich appeals the September 25, 1995 decision of the Court of Veterans Appeals in 94-444, Degmetich v. Brown, 8 Vet.App. 208 (1995), which affirmed an April 6, 1994 decision of the Board of Veterans’ Appeals (“Board”). The Board previously had reopened Mr. Degmetich’s case and remanded it to the regional office of the Department of Veterans Affairs (formerly the Veterans Administration) (“VA”), in part to determine if the October 1967 decision (“1967 Decision”) of the regional office, which denied Mr. Degmetich compensation, contained “clear and…
