This appeal is from the judgment of the U.S. Customs Court, 78 Cust. Ct. 130, C.D. 4698, 432 F. Supp. 205 (1977) (hereinafter Voss I), granting appellee’s motion for partial summary judgment, holding that a valid affirmative determination of injury to an industry in the United States was made in accordance with 19 U.S.C. 160(a) 2 by the Tariff Commission (now the International Trade Commission, hereinafter referred to as Commission), and from the judgment of the Customs Court, 82 Cust.
