On November 9, 1983, S.Res. 164, 98th Cong., 1st Sess. (1983), was filed in this court. The resolution reads in full:
Resolved, That S. 1519 entitled “A bill for the relief of Frank L. Hulsey”, now pending in the Senate, together with all the accompanying papers, is referred to the Chief Commissioner of the United States Court of Claims [sic].
