This is a petition for review of an order of the Alcoholic Beverage Control Board (“the Board”) denying renewal of a Class C retailer’s liquor license, D.C. Code § 25-lll(a)(7) (1981 & 1986 Supp.) (amended 1987), to K.G.S., Inc., trading as Shepherd Park Restaurant. 1 Shepherd Park makes three principal arguments.
