In this case, petitioner LCP, Inc. seeks review of a final order of the District of Columbia Alcoholic Beverage Control Board (hereinafter the Board) denying its application for reissuance of a Retailer’s Class C Alcoholic Beverage Control License (hereinafter ABC license), D.C.Code § 25-111(a)(7) (1984 Supp.), for the license year commencing October 1, 1983. After a hearing spanning three days, the Board on June 8, 1984 issued findings of fact and conclusions of law denying the application on the ground that the place “does not qualify as appropriate for the reissuance” of…
