This case involves two consolidated petitions for review brought by Mississippi Valley Gas Company (“Mississippi Valley”), arising from two separate, but related, proceedings before the Federal Energy Regulatory Commission (“Commission”), dealing with the elimination of the mileage-based zonal system historically utilized by Southern Natural Gas Company (“Southern”) to allocate transportation charges.
