In this case, petitioner United Municipal Distributors Group (“UMDG”), a group of municipal distributors of natural gas in Alabama and Florida, petitions for review under 15 U.S.C. § 717r(b) (1982) of two orders of the Federal Energy Regulatory Commission (“FERC” or “Commission”) approving a settlement of rate increases filed by intervenor United Gas Pipe Line Company (“United”).
