OPINION

MILLER, Judge.

This post-award bid protest is before the court after argument on cross-motions for judgment upon the administrative record. The most substantial issue is whether the *133Government, which encouraged offerors to submit “creative or innovative approaches,” violated a mandatory requirement of the solicitation by allowing the awardee to combine the hours for two required labor categories and consolidate the functions of two required supervisory labor categories, although the total number of hours overall was not affected.
