Plaintiff, Windmill International Pte., Ltd. (‘Windmill”), moves pursuant to US-CIT R. 56.2 for judgment upon the agency record challenging the Department of Commerce, International Trade Administration’s (“Commerce”) rescission of the antidumping duty administrative review entitled Certain Cutr-to-Length Carbon Steel Plate From Romania: Notice of Rescission of Antidumping Duty Administrative Review (“Rescission Notice”), 63 Fed.Reg. 47,232 (Sept. 4, 1998).
