I. Introduction
Plaintiff, the manager of a small pharmacy in Jamaica, Queens, sues the City of New York and three New York City police officers alleging that he was unlawfully arrested, imprisoned and prosecuted for selling toy guns. He claims that he did not violate the New York City Administrative Code regulating the sale of such guns and that there was no probable cause to arrest him.
