MEMORANDUM OPINION AND ORDER

WALTER S. SMITH, JR., District Judge.

Plaintiffs bring this action pursuant to the provisions of the Federal Tort Claims Act (“FTCA”), 28 U.S.C. §§ 2671, et seq., 42 U.S.C. §§ 1988 and 1985(3), and pursuant to Bivens v. Six Unknown Named Agents of the Federal Bureau of Narcotics, 403 U.S. 388, 91 S.Ct. 1999, 29 L.Ed.2d 619 (1971). Plaintiffs additionally assert claims under RICO and Texas state law. The Defendants have moved to dismiss many of Plaintiffs’ claims and for summary judgment. After reviewing the parties’ motions and briefs, the Court has determined that…
