This matter is before the court following an emergency oral argument held September 9, 1992. Plaintiff, Security Savings and Loan Association (“Security”), seeks a temporary restraining order (“TRO”) or preliminary injunction to enjoin the United States from taking any action to interfere *1002with the operations or control of Security or its subsidiaries.
