The plaintiff herein was one of fourteen bidders on a Government contract for the construction of an office building in Covington, Kentucky, to be leased by the builder to the Internal Revenue Service on a long-term rental basis. The General Services Administration (GSA) decided it was in the public interest to reject all bids as it is authorized to do by statute, 1 *and notified the bidders of this action.
