delivering the opinion of the Court:
A preliminary question is to be decided. The appellant does not question the constitutionality of Chapter 10, Volume 40, Delaware Latos, by which it is made the duty of executors and administrators within three months after the grant of letters to file in the office of the Register of Wills and with the State Tax Commissioner, an inventory, list of debts and statement of real estate ownership.
