OPINION

KELLY, Judge.

¶ 1 The Pima County Human Rights Committee (PCHRC) appeals from the superior court’s order affirming the Arizona Department of Health Services’s (ADHS) denial of its request for information regarding deaths of persons enrolled in the mental health system and remanding the matter to ADHS for further proceedings. It argues the court erred by failing to conclude it was entitled to receive the requested information pursuant to AR.S. § 41-3804(1), refusing to allow it to take additional discovery and supplement the record on appeal, and dismissing its petition for special…
