Cable Associates, Inc., t/a Suburban Cable of Lancaster County (“Suburban”) sought equitable relief under section 621(a)(2) of the Cable Communications Policy Act of 1984, 47 U.S.C. § 541(a)(2) (Supp. IV 1988), 1 against The Town & Country Management Corporation t/a Superior Cable Company (“T & C”) in order to enable Suburban to continue to supply cable television service to the tenants at two apartment complexes in Lancaster County. In a bench opinion delivered August 17, 1988, following a non-jury trial, I found that the plaintiffs had a private right of action…
